Carney proposes new EU role for Canada: Key details to know

Canadian Prime Minister Mark Carney has reportedly raised the idea of Canada becoming an “associate member” of the European Union-a proposal that could deepen ties between Canada and the EU and foster a framework for close economic and political cooperation.

The EU which has not been adaptable in enforcing bylaws in the past is now open to the idea of granting Canada a highly specific legal and diplomatic status used in international relations.

Canada’s intensifying trade war with the United States has added a strategic pivot toward other trading partners. Notably, Canada’s relations with Washington have worsened dramatically since Donald Trump returned to the White House in early 2025 driven by trade disputes and other key issues. The ongoing trade war has triggered tariffs on tens of billions of dollars in cross-border trade.

According to the Wall Street Journal, Canada and the EU are considering ways to let Canada' s goods, services, and workers integrate into strategic supply networks such as energy, AI, defence and critical minerals.

The reports further underlined that Canada and the EU are also talking about submarine cable deployment, cloud storage and new satellite networks as well as infrastructure to ship Canadian energy to the EU. The project seeks to closely link Canada and the EU, not an easy task given the vehement pushback to earlier more modest trade deals.

Furthermore, it's been more than a decade after the deal was struck and nine years since it provisionally took effect.
